In a real cottage garden little space which could grow food would be wasted on decorative shrubs. Most would be fruit bushes or trees. Lilac has been around here since the 16th century at least and is easy to propagate so that is a candidate, as are species and old roses, not just for their appearance but also their medicinal and culinary uses.
